James A., "Skip" Fowler
James A., "Skip" Fowler , senior partner, has over twenty five years experience in municipal law, including over twenty years as City Attorney for Altamonte Springs. Specializing in the area of municipal law, Mr. Fowler's expertise ranges from annexation and bond work to utilities, zoning and growth-management. Mr. Fowler presently serves as City Attorney to the City of Altamonte Springs and the City of Cocoa Beach additionally he is alternate counsel for the City of Ocoee on a variety of planning, zoning and development matters. He is frequently consulted by other attorneys and city managers on matters of municipal law and growth management. He established the first community development agencies in Florida and oversaw an area wide DRI by the community development agency and he developed a reservation capacity for the DRI. His development agreements are widely imitated by other communities to ensure developer obligations and promises are kept.
A hands-on, self-starter, Mr. Fowler is able to assist in virtually any position of city government, from finance director to city manager. Mr. Fowler is a former member of the statewide High Speed Rail Authority and is currently chairman elect of the Judicial Nominating Commission for the 5th District Court of Appeal. Mr. Fowler is a member of the Florida, Alaska and Illinois Bar.
Michael O'Quinn
Michael O'Quinn specializes in real estate and eminent domain litigation, transactional and commercial real estate matters and general business law. Prior to joining Fowler & O'Quinn, P.A., Mr. O'Quinn served as Vice President and General Counsel of S & H Fabricating and Engineering, Inc., the world's leading designer and fabricator of automotive cooling components. Mr. O'Quinn's duties included oversight responsibility for all legal, human resources, and information systems affairs and matters of strategic growth, including matters relating to tax and operational structure, governmental relations and joint venture and acquisition activity. His office was located at Corporate Headquarters in Sanford, Florida, but his duties required him to travel frequently to China, Canada, Wales, Mexico and other countries on matters of international trade. Previous to his position with S & H, Mr. O'Quinn was an equity partner in Holland & Knight, Florida's largest law firm. Mr. O'Quinn is a member of the Florida and Georgia bars.

Mary Sneed
Mary Sneed is well versed in Code Enforcement issues as well as planning and development. She has served as Assistant City Attorney for the City of Altamonte Springs for the past Nine years, and has served as lead counsel for the Code Enforcement Board. Ms. Sneed has drafted numerous ordinances, resolutions and contracts and is particularly well versed in the area of adult entertainment. Ms. Sneed has also served as Assistant City Attorney for the City of Cocoa Beach, focusing on ordinance and developers agreement drafting, zoning, planning and code enforcement litigation. Ms. Sneed has served as Lead Counsel to the Code Enforcement Board of Daytona Beach Shores and serves as counsel to the City of Ocoee Code Enforcement Board. Ms. Sneed is also a lemon law arbitrator serving on the Attorney General's New Motor Vehicle Arbitration Board. Ms. Sneed is a member of the Florida Bar.

Lynn Maria Vouis
Lynn Maria Vouis joined Fowler and OQuinn, P.A. in December, 2005. Prior to joining the firm, she was an Assistant County Attorney for Seminole County for fourteen years. During her tenure at Seminole County, Ms. Vouis was the lead attorney for Seminole County's land acquisition program, specializing in all aspects of eminent domain. Ms. Vouis also has extensive experience in litigation at the circuit and appellate levels. Ms. Vouis currently serves as an Assistant City Attorney for Altamonte Springs and Cocoa Beach, Florida and as Assistant Town Attorney for Montverde and Astatula, Florida. She also currently serves as conflict counsel for eminent domain matters for the Orlando-Orange County Expressway Authority.
